Access to justice for internally displaced and national minority women, 2014

The Institute of Social Studies and Analysis, in cooperation with UN Women, has studied the legal needs of IDP and ethnic minority women.

The goal of the research was to collect information and analyze the legal status of social minority and IDP women, social security policies and the needs of social, legal and economic services of women. The research focused on the UN Women's Legal Aid Clinics / Consulting Centers and their work, especially on the achievement of improving the rights of IDPs and ethnic minorities within the project.

The objectives of the survey were:

  • Assess the legal environment of ethnic minorities and internally displaced women;
  • Evaluation of access 
    • to information means and legal and social services of ethnic minorities and internally displaced women;
    • Assessment of involvement of ethnic minorities and internally displaced women in decision-making processes;
     

    The qualitative and quantitative methods of sociological research were used for the research.

    The goal of the qualitative research was to identify empirical indicators for quantitative research. Within the qualitative component of the research 7 group discussions, so-called focus groupს were conducted in Tbilisi, Rustavi, Gori, Kutaisi, Zugdidi, and Marneuli. Target groups of focus groups were:

    • Representatives of the Ministry of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia;
    • NGO representatives operating in Tbilisi;
    • Part of women who are internally displaced and national minority, who have used at least once the services of the UN Women's Legal Aid Clinic / Consulting Center and those who have never used this service.

    The target groups of quantitative research were representatives of ethnic minority adult women living in Marneuli and internally displaced women living in Gori, Kutaisi, Zugdidi, and Rustavi. Within the scope of quantitative research, 700 respondents were interviewed.
