Survey of the demand in social housing among different target groups in Georgia, 2010

The purpose of the survey was to identify the attitudes, feelings and expectations towards social housing, define which vulnerable groups, being potential beneficiaries of social housing, are more targeted and fitted for usage of such service.

Three target groups were identified as potential beneficiaries of social housing in Georgia: 1. Internally displaced people during 1990s of Georgian-Abkhazian and Georgian-South Ossetian wars. This includes huge number of IDPs; 2. Socially deprived people, who are getting state monetary benefits (whose scores according to Agency for Social Services are under 57 000) and whose housing conditions are bad or very bad; 3. Homeless people or people whose accommodation is strongly damaged by some natural disasters (earthquake, landslip, inundation, etc). This target group will consist of eco-migrants from Adjara region, the damaged households after the earthquake in Tbilisi (2002) and Racha region (1991), etc.

All quantitative data were processed on the basis of statistical program of social survey (SPSS) by ISSA statisticians. Final analytical report was designed by ISSA analyst. 

The lists of those families were obtained from local-Governmental Institutions (City Halls, “Gamgeobas”) throughout the country. 

Qualitative and quantitative research methods were used for fulfilling the purpose of the study.

From the qualitative research methodology focus group (group discussion) method was used.

In the framework of quantitative research methodology the face-to-face interviews of targeted group members were conducted. Research instrument was structured questionnaire.

Overall around 2200 interviews were conducted.
