Developing an urban WSS sector strategy & regulatory framework for Georgia, 2010

The project nominally was divided into four stages:

During the first stage, quantitative research was conducted in 7 cities of Georgia (Marneuli, Poti, Mestia, Zugdidi, Telavi, Akhalkalaki, and Anaklia) Sampling was consisted of 1600 respondents. Research method was face-to-face interview (by using research instrument - questionnaire). The data was analyzed by ISSA statisticians in SPSS program.

The purpose of the second stage was to design poverty maps. The ISSA statisticians made poverty maps for 4 Georgian cities (Marneuli, Zugdidi, Mestia, Anaklia), on the basis of quantitative research results. On the maps the points of poverty concentration were placed.

During the third stage, 16 focus group discussions were organized in 4 cities of Georgia (Marneuli, Zugdidi, Mestia, Telavi, and Anaklia).  The aim of focus groups was to study poverty and gender issues, to identify the amount of water and sanitation taxes. During the next stage focus group results were transcribed, analyzed and translated into English.

The final and fourth stage of the project included analytical work. The results of quantitative and qualitative researches were analyzed in the frame of social-economic conditions of Georgia. The report also included the review of the implementation of Millennium Challenge Georgia plan, the issues of social protection and gender balance. The ISSA statisticians and analysts were included in the analytical report design: The project has strategic value for Georgia: On the basis of the research, the water and sanitation system development plan was initiated in 7 regions of Georgia.
