Studying enterprise employment policies, 2019

The Institute of  Social Studies and Analysis, commissioned by the Ministry of Economy and Sustainable Development of Georgia, conducted sociological research to study the employment policies of enterprises.

Given the purpose of the study, the following tasks were defined:

  • The study of the basics of vacancy announcement and preparation of qualification requirements
  • Studying the basis and process of selecting applicants in enterprises
  • Studying the sources of personnel finding by enterprises
  • Assessment of existing labor resources by enterprises and the study of retraining needs
  • Cooperation of enterprises with educational institutions

Qualitative research methods were used to fully analyze the purpose and objectives discussed above. In particular, expert interviews were conducted to identify employment gaps in the country and identify recommendations; The focus group method was used to analyze the issue directly at the enterprise level, in terms of professional groups. Based on the board research, Georgian labor market materials were summarized and the most prominent trends in this area were identified.

The study included 6 expert interviews and 18 focus groups. As the enterprises in different economic sectors are represented in different regions of Georgia, focus groups were conducted in the following geographical areas: Tbilisi, Adjara (Batumi), Imereti (Kutaisi), Mtskheta-Mtianeti (village Tushurebi), Kvemo Kartli (Rustavi).
